For wifi clients, we need to explicitly mention if a wifi hot-spot is a mobile hotspot (to use internet sparingly).

If SSID is prefixed with a predefined pattern (say "mob" or similar), that should be considered as mobile hot-spot.

All Mobile hotspot manufacturers (such as mobile internet wifi dongle), should hard code the predefined pattern prefix and only allow user to append his preferred SSID name.

This also applies to mobile phones while tethering over wifi.
